May 25th
Installation Dinner

All municipal officials and staff are invited to the Municipal League of Metro St. Louis' Annual Installation Dinner on Thursday, May 25th, at the Renaissance St. Louis Airport Hotel in Berkeley.   Because of generous contributions from our associate members and supporters, we will have a complimentary cocktail reception which at 6:00pm with dinner to follow at 7:00pm.  The price is $35 per person. 
 
If your municipality has several attendees, we ask that you register through your municipal clerk who has been sent the registration form.  Individuals or small groups can register by contacting the League office.  We will not be issuing tickets, but we are asking for the names of everyone attending from your municipality.  Attendees are encouraged to bring municipal names tags.  We will have open seating with tables of ten.
 
We ask that you RSVP no later than Friday, May 19th.  To RSVP please contact your City Clerk or the League Office at

Registration is now open for FreightWeekSTL 2023!

 

FreightWeekSTL is returning for the sixth consecutive year.  From May 22 to May 26, the St. Louis Regional Freightway is providing panel discussions and other in-person offerings highlighting the unique role of the St. Louis region in advancing major infrastructure projects and addressing global supply chain disruption.  For more information, click here.

Senator Tracy McCreery, a Democrat, represents the 24th Senatorial District in St. Louis County, which includes Creve Coeur, Des Peres, Fenton, Frontenac, Glendale, Huntleigh, Kirkwood, Ladue, Maryland Heights, Sunset Hills, Valley Park, Westwood and unincorporated parts of the County. 

Senator McCreery was the first woman elected as an Independent to the Missouri House of Representatives in a 2011 special election. In her previous role as State Representative, she served as the ranking minority member for the House Agriculture Policy Committee, the House Emerging Issues Committee and the House Utilities Committee.

Prior to her legislative duties, Senator McCreery was a district aide and volunteer coordinator for State Senator Joan Bray and served in the administration of Governor Bob Holden. She has held positions in sales, sales training and management in the pharmaceutical, telecom and health care industries.

Senator McCreery is currently a board member of the Consumers Council of Missouri and Family Care Health Centers. She also volunteers with Olivette in Bloom.

Senator McCreery is a 1985 graduate of Edison High School in Milan, Ohio. She received her bachelor of science in business and marketing in 1989 from The Ohio State University. She and her husband, Thom Wham, currently reside in St. Louis County.

Legislative Update

At press time the major issue facing municipalities involves efforts by House members to add detrimental language relating to video service providers.  The amendment has been added to HB 536, SB 222 and SB 275 and there are plans to add it to SB 247.as well as SB 96.  House members are going to keep putting this language on Senate bills and it cannot be stopped there because it is something the Speaker is helping to perpetuate through his support of the issue.  The Senate is where this must be stopped from passing.  During these last two weeks, League  members should continue to contact Senators to let them know of your opposition to the video service provide language (Section 67.2677 originally in SB 152 and HB 651).

HB 587 (Owen) - allows municipalities and counties to create land bank agencies to help with the development of vacant properties.   Local Government Committee.  Heard 2/7.  Passed Committee 2/21.  Referred Rules Committee.  Passed Committee 3/6.  Perfected 3/8.  Passed House 3/20.  Senate Emerging Issues Committee.  Heard 4/25.  Passed Committee 4/27.

SB 23 (Hough) and  HB 415 (O'Donnell) - requires licensed motor vehicle dealers to collect and remit to the Department of Revenue the sales tax on all motor vehicles the dealer sells, beginning January 1, 2024.  Transportation, Infrastructure & Public Safety Committee.  Heard 2/1.  Passed Committee 2/8.  Perfected 2/14.  Passed Senate 2/23.  House Emerging Issues Committee.  Heard 4/12.  Passed Committee 4/19.  Referred Rules Committee.  Passed Committee 4/24.

HB 246 (Hurlbert) - prohibits the state and any political subdivision from establishing or collecting any fee for parking on any public street unless requested by a business.  Government Efficiency & Downsizing Committee.  Heard 2/1.  Passed Committee 4/5.  Referred Rules Committee.  Passed Committee 4/13.  Perfected 4/17.  Informal 3rd Reading Calendar.  (Oppose)

Legislation to exempt food from local sales taxes appears stalled at this point, but staff will remain vigilant to any last minute efforts to resurrect it.

     MSD Project Clear 

Improving Air Quality

 

The upgraded systems will result in a 70% decrease in emissions.

 

MSD Project Clear (MSDPC) has reached a significant milestone in their effort to modernize and upgrade wastewater treatment facilities and improve air quality in the St. Louis region. The latest press release, which is available to  read in full on their website, highlights the progress made in MSD’s $900 million investment to upgrade the bio-solids management systems at the Bissell Point and Lemay Wastewater Treatment Plants.

Transportation Alternatives Program

Upcoming Project Solicitation 
Open Date:  April 21, 2023

 

The East-West Gateway Council of Governments is accepting applications for Transportation Alternatives Program (TAP) funding for Missouri sponsors.  TAP provides funding for a variety of transportation projects such as pedestrian and bicycle facilities, safe routes to school projects, community improvements, and environmental mitigation. A listing of eligible activities and sponsors can be found here.  Further details will be published on EWG's website when the project opens.  Submission deadline is July 21, 2023.
 

Boundary Commission Map Plan

The St. Louis County Boundary Commission will begin accepting map plan submissions on January 1, 2024, for the five-year cycle starting on that date.  The final deadline for map plans submissions for the five-year cycle commencing on January 1, 2024, is July 1, 2024.

Any municipality considering annexation during the five next years will need to submit a map plan outlining the areas that the municipality may wish to annex.  The maps must be depicted with sufficient detail and accuracy to permit review and comment by the Boundary Commission.  Note that municipalities considering consolidation are not required to submit a map plan of the consolidation proposal.
