Instalation Dinner May 26
 

All municipal officials and staff are invited to the Municipal League of Metro St. Louis' Annual Installation Dinner on Thursday, May 26 at the Renaissance St. Louis Airport Hotel in Berkeley. 
 
Because of generous contributions from our associate members and supporters, we will have a complimentary cocktail reception 


which will begin at 6:00 pm, with dinner to follow at 7:00 pm. 

The price is $35 per person. If your municipality has several attendees, we ask that you register through your municipal clerk.  Individuals or small groups can register by contacting the League office.  We will not be issuing tickets, but we are asking for the names of everyone attending from your municipality.  Attendees are encouraged to bring municipal names tags.  We will have open seating with tables of ten.

2022 Legislative Session
The Legislative Session will end on Friday May 13, at 6:00.  As of today the House and Senate are meeting in conference to negotiate the budget legislation, the Missouri Constitution requires the budget to approved by Friday, May 6.   

At this point in the session we are in a constant defensive position, monitoring hearings and floor debates for amendments that would negatively impact municipal governments such as eliminating sales tax on food and banning any sales taxes or fees on streaming video services.

Below is the calendar for the Legislative Session:
  • May 6, 2022 – State budget must be finalized per the Constitution – 6:00 pm
  • May 13, 2022 – Last day of Session per the Constitution – 6:00 pm
  • July 1, 2022 – First day of Fiscal Year 2023
  • July 14, 2022 – Last day for the Governor to sign or veto bills
  • August 28, 2022 – Date most legislation takes effect (unless another date is specified)
  • September 14, 2022 – Veto Session - Noon
County Considers Raising Inmate Holding  Fees

Currently, 50 municipalities contract with St. Louis County to house inmates at the county jail at a rate of $30 per day.  This fee has not changed in over 20 years, because of an agreement that if the municipalities supported the proposition to build the new County Jail, the County would house the municipal inmates at the rate of $30 per day.

Recently, the County hired KPMG, an outside consulting firm to conduct a cost study for the jail.  KPMG calculated the actual daily cost to house an inmate to be $151.88 per day.  The average cost when compared to other counties in Missouri, is $120.00 per day.  Given the increased cost, and staffing shortages, the Director of Justice Services has asked the County Council to increase the municipal rate to the $120 average. 
 

The League  is working to schedule a meeting with the Director Anders to establish a mutually agreeable plan on how best to move forward.  It is not  an unreasonable expectation to share the increased cost associated with holding municipal inmates, but in order to determine what the cost are and how much the municipalities should pay, we need additional information.

                                                           

Supreme Court Rules on SB5 - Again  

In late April, the Missouri Supreme Court rejected Attorney General Eric Schmitt’s attempt to enforce stricter limits on traffic ticket revenue for St. Louis County municipalities as well the requirement that all police departments be certified.  The Supreme Court upheld its 2017 ruling that struck down the stricter requirement of SB5 that only applied to St. Louis County municipalities as an unconstitutional “special law”. 
The ruling was a unanimous opinion.  The Supreme Court sent the case back to the Cole County Circuit Court, which could take another look at the case.  But for now, the requirements of SB5 that only applied to St. Louis County are not in effect.

 

Park Grant Round 23
 

The Municipal Park Grant Commission will be making some revisions to the Park Planning Grants beginning with the Commission's new fiscal year on May 1, 2022.  Planning Grant amounts will be increased from $6400 to $10,000 and the local match required will increase from $1600 to $2000 for a total project amount of $12,000.  Commissioners recognized that many larger master plans cost more than the original grant amount so the feeling was that this increase could help additional municipalities prepare more comprehensive park plans.  Municipalities will now be limited to one planning grant per during the Commission's fiscal year (May 1 - April 30).  This will allow more municipalities to secure grants each year.

Park Grant Round 23 will open on Wednesday, June 1 and will close on August 26, at 4:00.  The Applications Workshops will be held on:
  • Wednesday June 8 - 9:00  at Brentwood Community Center
  • Thursday, June 9 - 4:30 pm at the Ferguson Community Center
  • Wednesday, June 15 - 9:00 am at the Maryland Heights City Hall
The Commission will have a new website in place by the time the new construction grant application process begins in early June.  Take a look at the new site as we get closer to that date.  The website is www.muniparkgrants.org.
