The City Of Overland will host the April 28 Membership meeting at Wild Acres Park, 10400 Midland Blvd, Overland, MO 63114 (MAP). Refreshments will be available at 6:30 pm and the meting will being at 7:15 pm..
Missouri American Water (MOAW) plans to invest approximately $400 million to upgrade the water and wastewater systems to provide customers with clean, safe, and reliable service. The program includes the replacement of all lead pipe services lines throughout St. Louis County. Stephen Kadyk and Ken Franklin will give an overview of the program. Steve Kadyk is overseeing the lead pipe removal program statewide. He graduated from the University of Missouri – Rolla with a bachelor’s degree in Civil Engineering and has worked for multiple consulting engineer firms in Kansas, Iowa, and Missouri. Ken Franklin is the Manager of Government Relations for MOAW and the primary contact for local governments in the St. Louis Region.

We will also have an update from Taulby Roach, President and Chief Executive Officer of Bi-State Development. Mr. Roach is focused on providing reliable public transit services to the Missouri-Illinois bi-state area and building a regional foundation for economic development, equity, and growth. His top priority is improving passenger safety and security on the Metro Transit system and strengthening public confidence in all of Bi-State Development’s service areas.
Mr. Roach has a long career with three decades of experience in transportation, real estate, infrastructure, and economic development. In his previous position at the St. Clair County Transit District in Illinois, he served as Chief Financial Officer, and led the planning, design, management and execution of numerous capital grant projects, budget and policy initiatives and innovative transit and transportation programs. He earned his bachelor’s degree in history at Regis University and his master’s degree in public policy and administration from the University of Missouri.

The agenda will includes our keynote speaker, installation of new Executive Board members and League Officers followed by recognition of retiring Board members. The House and Senate continue in a state of gridlock, pointing fingers at one another with just five weeks remaining in the session. As of today, the House has yet to send a budget to the Senate, which is four weeks past the usual timeframe. We are watching very closely, as amendments are being attached to the few bills that are moving through the process. Click on, Legislative Updates for the most current legislative report.

- April 18, 2022 – Easter Break – No Session
- May 6, 2022 – State budget must be finalized per the Constitution – 6:00 pm
- May 13, 2022 – Last day of Session per the Constitution – 6:00 pm
- July 1, 2022 – First day of Fiscal Year 2023
- July 14, 2022 – Last day for the Governor to sign or veto bills
- August 28, 2022 – Date most legislation takes effect (unless another date is specified)

The Municipal Park Grant Commission will be making some revisions to the Park Planning Grants beginning with the Commission's new fiscal year on May 1, 2022. Planning Grant amounts will be increased from $6400 to $10,000 and the local match required will increase from $1600 to $2000 for a total project amount of $12,000. Commissioners recognized that many larger master plans cost more than the original grant amount so the feeling was that this increase could help additional municipalities prepare more comprehensive park plans. Municipalities will now be limited to one planning grant per during the Commission's fiscal year (May 1 - April 30). This will allow more municipalities to secure grants each year.
Park Grant Round 23 will open on Wednesday, June 1 and will close on August 26, at 4:00. The Applications Workshops will be held on:
- Wednesday June 8 - 9:00 at Brentwood Community Center
- Thursday, June 9 - 4:30 pm at the Ferguson Community Center
- Wednesday, June 15 - 9:00 am at the Maryland Heights City Hall
The Commission will have a new website in place by the time the new construction grant application process begins in early June. Take a look at the new site as we get closer to that date. The website is www.muniparkgrants.org.

2022 Personal Financial Disclosure

2022 Annual Filers - If a political subdivision listed you as a person required to file a PFD due to a position held in 2021, you must file your PFD no later than May 2, 2022. You should have received a letter with e-filing instructions, your MEC ID, and your password. Annual filers who are also candidates should adhere to the earlier due date.
|
Annual filers must file for each year (or portion of a year) for which they hold a position that requires the filing of a PFD. Failure to file by May 2, 2022, results in a late filing fee of $10 per day. After 30 days, the fee increases to $100 per day, not to exceed $6,000. Additional penalties may also apply.

Use Tax Election Results
Twenty six municipalities placed the use tax on the April ballot and 11 were successful passing the initiative. Given the economic conditions and political climate, which was not anticipated even just a few months ago, it is a difficult time to ask the voters to approve what they perceive as a new tax. The outcome in St. Louis County was better then St. Charles County which was unable to pass the use tax in any of the cities that had it on the ballot.
For several of the cities that did pass the use tax, it was the second time they had placed it on the ballot. Educating and informing the voters is the key to successful passage of the use tax. Cities may want to consider going back to voters, building on the informational campaign you have already established.
